The model of a cyclotron-resonance maser with a TEM-field of a cavity near an elec tron beam is discussed. It is shown that generation is possible when nonrelativis tic electrons interact with both the forward and backward waves; an expression is given for the trigger current. A comparison is made of the effects on negative absorption of various bunching mechanisms in a TEM-wave in cavities, in which the interaction time is finite, and in waveguides.
