The method of continuum integration is used to consider the effects of multiple scattering (including backscattering) in a randomly inhomogeneous medium. We calculate the average field, average reflection coefficient and the effective dielectric permittivity of a layer which contains three-dimensional small-scale fluctuations of the dielectric permittivity.
