The triggering currents and working frequency of a Cerenkov surface wave generator with a relativistic electron stream are identified in a linear approximation. A one-dimensional stream model and a representation of a retarding system in the form of a chain of connected quadrupoles are used. Interaction on the boundary of the band of transparency of the electrodynamic system is examined. The results of the calculations match well with the experimental data.
