Effects of weak magnetic fields on dielectric loss in ordinary and heavy water

Annotation

Prolonged exposure to weak alternating magnetic fields alters tan δ for liquid and solid $H_2O$ and $D_2O$; when the geomagpetic field is balanced out, tan δ for ice alters, but in the opposite sense. The effects are not related to impurities in the $H_2O$ and $D_2O$.
