It has been shown that electromagnetic $\nu e$-scattering caused by the anomalous magnetic moment of a massive neutrino $\mu_\nu$ does not make it possible to uniquely determine the value $\mu_\nu$ if the neutrino mass is unknown. The effective crosssection of such scattering coincides with scattering cross-section on the electron of a charged lepton without an anomalous magnetic moment but with effective electric charge $e_{\nu_{\rm eff}} < 10^{-9}e$. This result is interpreted as a consequence of structural effect associated with relativistic "tremor" of neutrinos. It has been shown that radiation processes can be neglected when massive neutrinos interact with matter.
