The Stark broadening of the $H_\beta$ line of hydrogen was used to determine the concentration of electrons in a stimulated microwave discharge channel in nitrogen as a function of the gas pressure. At atmospheric pressure, the concentration of electrons in the nitrogen channel was found to be $(1\div 2) \cdot 10^{15}$ cm$^{-3}$.

The differential and total cross sections for the elastic scattering of massive Dirac neutrinos by nucleons have been evaluated at intermediate energies ($E_{\nu}\ll M_N$), taking into account the neutrino helicity before and after scattering. The behavior of the neutrino helicity under the conditions prevailing in a neutron star has been investigated.
