Annotation

Exact constant solutions for the Yang-Mills fields in the classical non-Abelian field theory with the Chern-Simons topological mass term in the 2+1 dimensional space-time are obtained. One-loop contributions of the boson and fermion fluctuations to the gauge field energy are calculated.
